Information about The Cabinet

The Cabinet leads the implementation of Council policy making decisions with the overall scope of the Council’s budget and policy framework.


The Cabinet consists of the Council’s Leader together with seven other Councillors appointed by the Leader and the structure can be viewed at:  Cabinet Structure


Individual Portfolio Holders also have delegated powers to make decisions affecting their service areas and these powers are set out in Part 2: Article 7 and Part 3: Table 4 of the Council’s Constitution.

Some of the decisions to be taken by The Cabinet are defined as ‘Key Decisions’.


A key decision is one that is likely to:

a) result in the Council incurring expenditure or making savings which are in excess of £150,000.

b) be significant in terms of its effects on communities living or working in an area compromising two or more wards in the Council’s area;

c) the consideration of any matters which involve proposals or decisions


The Leader and The Cabinet publish a monthly Work Programme of key decisions or decisions which intends to take in private over the following 28 days.  The latest version of the programme can be found on the Council’s website.

Members of the public are permitted to address The Cabinet on matters contained within the Agenda, if notice has been given in writing or by electronic mail to the Head of Paid Service no later than midday two clear days before the day of the meeting. Each notice must give the name and address of the speaker.


·         a time allowance of three minutes for each member of the public to address The Cabinet be implemented; and


·         if more than one person wishes to address the meeting on one particular subject, a maximum of 5 minutes would be allowed in total. Members of the public will be encouraged to nominate a spokesperson if they consider that they would not have sufficient time to adequately express their points.
