Disclosure of Interests

Members are asked to declare personal interests in any item on the agenda.

 

Members are reminded that the Code of Conduct provided that, should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to improperly to influence a decision about that matter.

 

In this instance, should any member of the Sub-Committee have such an interest it would render the Sub Committee inquorate and another Sub-Committee would have to be constituted.

To consider the revised mix of service groupings following the appointment to the Assistant Chief Executive post.

Following the appointment of the Assistant Chief Executive, consideration was given to revising the mix of service groupings for the Heads of Service.

 

With the appointment to the Head of Resources to the post of Assistant Chief Executive (ACE), it was considered the ACE should retain management of the Finance and Human Resources teams in addition to continuing to be the Council’s S151 Officer and responsible for risk management.

 

With regard to the remaining teams of Construction Management, Health and Safety including Premises, and Asset Management, it was considered that the most appropriate course of action would be to transfer all of the responsibilities to the Technical Services Grouping.

 

The Sub-Committee concurred with the foregoing and

 

          RESOLVED:

 

That the revised service groupings for the Heads of Service, as presented in Appendix 2 to the report, be agreed.

Urgent Business

The Chairman reported that there was one item of urgent business to be conducted at the meeting which would be dealt with after the public had been excluded from the meeting (see Minute 730 below).

“That, pursuant to Section 100A(4) of the Local Government Act 1972 (as amended), the public be excluded from the remaining business of the meeting in view of the fact that the nature of the proceedings will be such that, if the public were present, there would likely be disclosure to them of exempt information under Paragraphs 1 and 3 of Part I of Schedule 12A to the said Act (as amended)".

On the Motion of the Chairman, it was

 

          RESOLVED:

 

That, pursuant to Section 100A (4) of the Local Government Act 1972 (as amended), the public be excluded from the remaining business of the meeting in view of the fact that the nature of the proceedings will be such that, if the public were present, there would likely be disclosure to them of exempt information under Paragraphs 1 and 3 of Part I of Schedule 12A to the said Act (as amended).

Recruitment to the Post of Head of Technical Services

Minutes:

Consideration was given to the preferred route for the Council for the appointment of a Head of Technical Services.

 

Prior to considering the report, the Sub-Committee was presented with the adopted role profile and person specification for the Head of Service positions.

 

In considering the report, the Sub-Committee acknowledged that:

 

·         like other similar Head of Service appointments, the Council should have an assessment centre; and

 

·         there were suitable internal candidates that could be considered for the position.

 

Having regard to the above, it was

 

          RESOLVED:

 

That the Chief Executive be authorised to proceed to make a permanent appointment to the post of Head of Technical Services in accordance with the recruitment and selection process outlined in the report on the basis of an internal advertisement for the post.

Urgent Business - Recruitment to the Post of Head of Corporate Support and Monitoring Officer

Minutes:

The Chairman of the Sub-Committee had agreed for this item to be dealt with as a matter of urgency to enable the process for the appointment of the Head of Corporate Support and Monitoring Officer to commence at the earliest possible opportunity.

 

The Chief Executive informed the Sub-Committee that the current postholder had resigned the position and was due to leave the Council’s employment on 30 June 2012. Accordingly, the Sub-Committee was invited to agree the preferred option for the appointment of a successor to the post.

 

The report included the generic Role of Heads of Service and the job description/person specification for the post of Monitoring Officer to the Council.

 

The options available to the Sub-Committee were:

 

1.      to request that the Chief Executive to explore shared service options with another Council of Councils;

 

2.      to agree a recruitment process for a permanent appointment to the post of Head of Corporate Support and Monitoring Officer; or

 

3.      to undertake both (1) and (2) above in parallel.

 

Mindful of the ongoing discussions with Cherwell District Council and South Northamptonshire District Council for shared services, the Sub-Committee supported option (2) in conjunction with the principle contained in option (3).

 

Having regard to the above, it was

 

          RESOLVED:

 

That the Chief Executive be authorised to

 

1.      proceed to make a permanent appointment to the post of Head of Corporate Support and Monitoring Officer in accordance with the recruitment and selection process outlined in the report on the basis of an external advertisement for the post; and

 

2.      approach Cherwell District Council and South Northamptonshire District Council on the possible shared service provision of the service.
